ANP Publishes Notices & Contract Models of the 15th Bid Round

The ANP published the notices and concession contract models of the 15th Round of Bids for Exploratory Blocks (land and sea). The documents went through public consultation and hearing in December 2017.

The edicts bring the details of the blocks on offer, the rules and procedures for participation and the preliminary schedule of the round. The concession contract models are an integral part of the bidding documents.

The blocks offered were selected in high potential and new frontier basins, aiming to expand Brazilian oil and gas reserves and production, increase knowledge about sedimentary basins, decentralize exploration investments, develop the national oil industry and establish national and foreign companies in the country.

In order to facilitate the bidding process, the 15th Round will be carried out in two stages, one with the maritime blocks and the other with the terrestrial blocks, each with its own bid contract and model.

Among the main changes in the bidding instruments in relation to the 14th Round are the changes in the arbitration clause - based on the results of the specific public consultation and audience held between October and November - and the inclusion of reopening at the end of the round, the offer of uncollected blocks, as well as changes aimed at reducing bureaucracy, such as the exclusion of the requirement of notarization.

The environmental guidelines of the round were also published on Thursday (25/1) , since, in compliance with CNPE Resolution 17/17, the areas offered in the bidding rounds promoted by the ANP are previously analyzed for feasibility environmental agencies and the Interagency Working Group on Oil and Gas Exploration and Production (GTPEG).

The holding of the 15th Round, scheduled for March 29, was authorized by CNPE Resolution 22/2017 . Seventy blocks will be offered in the sedimentary basins of Cear?, Potiguar, Sergipe-Alagoas, Campos and Santos and in the terrestrial basins of Parna?ba and Paran?, totaling 95.5 thousand km˛ of area.
