Uganda Oil Development Plan Ready in Six Months

Uganda's Oil Development Plan is expected to be ready in six months following an agreement between the government and U.K.-based Tullow Oil PLC (TQW.DB) to fast-track the plan in order to resolve the country's power crisis, the Energy and Minerals ministry said in a report.

Tullow Oil is working on the plan, which will involve building a small diesel refinery to eventually pave the way for oil drilling, the report said.

An oil production scheme will involve setting up a small refinery to process a moderate amount of crude oil to produce diesel, kerosene and heavy oil. The scheme also involves developing a heavy fuel oil-based power plant to produce cheap electricity using heavy oil at a cost of about six U.S. cents a unit, compared with the present 24 cents a unit of electricity using imported diesel.

The report said Uganda is targeting initial oil output of around 14,000 barrels a day, rising to around 40,000 b/d.

Uganda's oil exploration plans have gained momentum after Australian company Hardman Resources (HDR.AU) showed oil reserves of between 100 million-300 million barrels in the limited portion of the block that has so far been explored, and around 30 million barrels of recoverable crude. Exploration and development are on track following Tullow's successful takeover of Hardman, the report said.

"The Mputa and Waraga oil fields, which have partially been explored, represent only 6% of Block II which, itself, is one of the six blocks of the whole Western Rift Valley oil system," said the report.

Data from the ministry indicates that Uganda consumes around 10,313 b/d of oil.

The government has in the meantime concentrated on drilling more potential oil fields in both the northern and southern parts of the Lake Albert exploration areas and in the Pakwach Basin as it seeks to establish its oil potential.
