Greater Changhua 1 & 2a Offshore Wind Farms Create NTD 523B Economic Value

Ørsted announced its ’Green energy for Taiwan, powered by people‘ case study on the Greater Changhua 1 and 2a offshore wind farms, which calculates NTD 402 billion worth of industrial value, or NTD 523 billion worth of economic value. The value has been created over the six years of development and construction activities of the 900 MW Greater Changhua 1 and 2a offshore wind farms. By comparison, this amount exceeds the industrial value created by the entire electric vehicle sector of Taiwan last year.

The economic analysis behind the report, which is the first of its kind for the offshore wind industry in Taiwan, was conducted by the Taiwan Institute of Economic Research (TIER) under commission by Ørsted. The methodology involved in-depth analysis of project data and a detailed assessment of the contributions to Taiwan’s domestic economy. This includes ripple effects across multiple industrial sectors, such as manufacturing of metals, construction, and engineering activities, as well as taking into account induced consumption effects.

The Greater Changhua 1 and 2a offshore wind farms were awarded 900 MW in grid capacity by the Taiwan government in April 2018 via the project selection scheme (Phase 2 Zone Application for Planning) with a feed-in-tariff (FiT) price regime and local content requirements which aimed to build and ramp up the local offshore wind supply chain from scratch.

Key findings of the case study include:

Economic value:
- NTD 523 billion in added value contributed to Taiwan’s economy.
- 8,300 jobs, including 1,100 direct and 7,200 indirect jobs created during the construction period.
- 200+ suppliers worked on the project.
- 5,300 supply chain contracts awarded, including 1,200 direct and indirect contracts for local suppliers.

First in Taiwan:
- 210 of the total 333 pin piles are made by new Taiwanese suppliers.
- Enabled early delivery of Taiwan-first nacelle assembly plant with 75 nacelles being assembled locally.
- Six jacket foundations 100 % made-in-Taiwan.
- First MW-size energy storage system for grid research.
- Dual-doppler Radar System offering wind and weather observational data to the six academic research partners.

Social and environmental value:
- Annual clean energy output enough to power one million Taiwanese households.
- 1.75 million tons of carbon dioxide reductions each year, equivalent to the amount of carbon dioxide reductions from 13,000 Daan Forest Parks in Taipei.
- 750 children aged 11-12 years old have received the Green Energy Syllabus.
- 25 students awarded a Green Energy Scholarship
