Daqing Oilfield Actively Responds to Ensure Stable Production Operation

Daqing Oilfield actively organized and quickly attacked during the flood season, strengthened the investigation of risks and hidden dangers during the flood season, made good protection responses to areas that may be affected, and fully implemented the "call-response" mechanism to ensure sufficient supplies and personnel in place to fight a prepared battle. At present, the overall production and operation of Daqing Oilfield is stable, no waterlogging has occurred, and 120,000 oil and water wells are operating steadily.

According to the national meteorological and hydrological forecast, the rainfall in the Songhua River, Nen River and the Second Songhua River basins this year will be significantly higher than last year. In order to effectively improve flood prevention capabilities, Daqing Oilfield started the oilfield flood season daily report system on June 15, actively carried out emergency drills and material support, and made every effort to ensure safety during the flood season.

Daqing Oilfield has scientifically increased its reserves based on the consumption of flood control materials in recent years. It has currently concentrated on storing 200,000 woven bags, 1,000 tons of rough stone, and 509 mobile submersible pumps of various models; optimized the distribution process of flood control materials to ensure that flood control materials can be used at any time. At the same time, the oilfield has set up flood control emergency rescue teams at different levels, relying on actual flood response preparations, and taking targeted measures based on different regional characteristics to ensure the safety of old areas and areas along the river during the flood season.

To improve the overall flood prevention capacity, the old areas emphasize "collection, storage, and regulation". "Collection" means to conduct a comprehensive investigation of the main branch canals and culverts of the entire oil field, and to treat the blocked drainage canals and culverts to further improve the regional water collection capacity; "storage" means to re-determine the storage capacity of the property lakes, reduce the water level of the lakes to the minimum, and improve the water storage capacity of the lakes; "regulation" means to test-operate the oilfield drainage pump stations one by one, and conduct comprehensive inspections and maintenance of the supporting pipelines, valves, and power facilities to ensure that the equipment can be used well during the flood season.

To minimize the impact on production, the areas along the river emphasize "prevention, prevention, and assistance". "Prevention" means paying attention to the water level along the river, timely tracking the flood peak situation upstream, organizing company-level flood emergency drills before mid-July, and effectively improving flood prevention and control capabilities; "prevention" means actively promoting special flood prevention construction, further heightening and reinforcing the four main canals and embankments along the river, and effectively improving flood defense capabilities; "assistance" means organizing and establishing a professional emergency rescue team, equipped with self-propelled oil recovery ships, amphibious operation platforms, assault boats and other water oil spill rescue equipment, and signing underwater leak plugging agreements with professional companies to further improve emergency rescue capabilities.

The "flood prevention chain" is inseparable from the "responsibility chain". The well area under the jurisdiction of the 10th Oil Production Plant has a large span and scattered well locations. Faced with the actual difficulties of heavy responsibilities and tight manpower, this plant arranged, deployed, acted and implemented early, carried out flood prevention preparations scientifically and efficiently, and went all out to ensure crude oil production. Based on the water conditions and oilfield facilities in previous years, this plant improved the emergency plan in advance, formed a 200-person rescue team, implemented 67 sets of flood prevention and rescue equipment, reserved 20,000 pieces of flood prevention materials, built, repaired and desilted 341 culverts, and built a digital monitoring platform for the water level of the Songhua River and rainfall in the oil field.

The Natural Gas Branch Company carried out a flood prevention and hazard inspection for long-distance pipelines, inspected the Qingha and Qingqi long-distance pipelines and 12 valve groups, discovered and dealt with 30 hazards, and stockpiled 26,000 pieces of flood prevention and emergency supplies.
