The Fujian Provincial Development and Reform Commission approved the second phase of the Fujian Gulei Refining and Chemical Integration Project, marking the landing of the largest industrial project in Fujian Province to date. The project will effectively solve the problem of raw material sources for the Gulei Phase I project, which will help promote the high-quality development of Fujian's chemical industry and accelerate the construction of Fujian's modern economic system.
In December 2022, during President Xi Jinping's state visit to Saudi Arabia, Sinopec and Saudi Aramco signed a cooperation framework agreement for the second phase of the Fujian Gulei Refining and Chemical Integration Project. As an important part of the new pattern of three-dimensional energy cooperation between China and Saudi Arabia, the main construction content of the project includes more than 30 refining and chemical units such as 16 million tons/year of refining, 1.5 million tons/year of ethylene, and 2 million tons/year of aromatics, as well as supporting public engineering systems and berths. The project adopts advanced, mature and reliable process technology. After completion, it will be conducive to the Gulei Petrochemical Base to follow the development route of industrial parkization, refining and chemical integration, large-scale equipment, high-end products, and modern management, and build it into a world-class petrochemical base.
