Dai Houliang, Chairman and Secretary of the Party Committee of the Group, attended the meeting and emphasized that we must bear in mind the important instructions of General Secretary Xi Jinping, resolutely implement the decisions and arrangements of the Party Central Committee and the State Council, overcome difficulties, take responsibility, and go all out to complete the task of natural gas supply this winter and next spring, so as to make new and greater contributions to promoting the sustained recovery of China's economy and ensuring that the people have a warm winter.
Dai Houliang emphasized that we must improve our political stance, conscientiously implement the deployment requirements of the Party Central Committee and the State Council and the work arrangements of the Party Committee of the Group Company, enhance our sense of responsibility and urgency in ensuring winter supply, strengthen trend analysis, systematic thinking and overall planning, think carefully about and implement various response measures, resolutely fight the proactive battle to ensure winter supply of natural gas, and safeguard the bottom line of gas use for people's livelihood. It is necessary to strengthen overall implementation, further break down goals, refine responsibilities, and promote in a coordinated manner, clarify the division of responsibilities for supply security, give full play to the advantages of integration, implement precise policies and work together in all aspects of production, supply, storage and sales, and go all out to ensure resource supply; strengthen internal and external coordination and linkage, strengthen internal coordination within the group company, strengthen communication and docking with external sister units, and strengthen communication and reporting to the competent authorities; coordinate high-level supply security and high-quality development, conscientiously implement the "four precisions" concept, deepen the quality and efficiency of all aspects of natural gas supply resource side, demand side, and regulation side, and coordinate the promotion of supply and price stability; strengthen organizational leadership and supervision and assessment. The leadership teams of all units must take the initiative to take responsibility and command from the front, and truly fulfill their responsibilities, take responsibility, and do their best to further optimize the unit's supply security organizational system, fully staff key positions, and ensure the overall efficient and smooth operation of the group company's natural gas supply.
Dai Houliang emphasized that we should combine the actual situation of our units and departments, insist on identifying major risks, eliminating major hidden dangers, and preventing major accidents, strengthen bottom-line thinking and red line awareness, increase the intensity of hidden danger investigation and governance, prevent and resolve risks, and ensure the smooth development of supply guarantee work and the overall stability of the enterprise. First, we must prevent and resolve QHSE risks, comprehensively consolidate responsibilities at all levels, strictly implement the requirements of "four full", "four investigations", "four insistences" and "three managements and three musts", and focus on the daily inspection and maintenance of infrastructure such as natural gas processing plants (purification plants), overseas pipelines, gathering and transmission pipelines, LNG receiving stations, gas storage, and urban gas distribution pipelines. In-depth investigation and rectification of gas safety risk hazards throughout the chain, strengthen maintenance and repair forces, and reserve emergency supplies in advance. Second, we must make emergency plans to prevent risks, summarize the experience and lessons of supply guarantee in recent years, strengthen the awareness of danger and bottom-line thinking, improve work mechanisms and emergency plans, make early judgments, and respond prudently to emergencies such as extreme strong cooling, large-scale low temperatures, and natural disasters, formulate targeted measures, make emergency plans, improve and improve the emergency linkage mechanism with local governments and upstream and downstream enterprises, strengthen emergency drills, and ensure the overall stability. Third, we must prevent and resolve compliance risks, strictly implement national natural gas pricing policies, deepen gas supply contract management, strengthen the spirit of contract, and strive to achieve "sunshine supply."
