Equinor – Troll B and C – emergency preparedness and helidecks

The Norwegian Ocean Industry Authority (Havtil) has carried out an audit of Equinor and their management of the helideck at Troll B, and their management of emergency preparedness and the helideck at Troll C.
The audit was conducted from 4 to 11 October 2024 with assistance from the Civil Aviation Authority Norway.
Objective
The objective of the audit was to verify processes and systems that contribute to ensuring the comprehensive management of emergency preparedness, and to verify that the helidecks comply with regulatory requirements in order to help ensure safe helicopter operations and personnel transport.
Result
We identified the following non-conformities and improvement points:
At Troll B we found three non-conformities. These concerned:
Training and exercises for the helideck crew
Documentation of the floodlight system
Equipment for tie-down of helicopters
At Troll C we identified three non-conformities and one improvement point. The non-conformities concerned:
Training and exercises for the helideck crew at Troll C
Function of firefighting equipment at Troll C
Firefighting station
The improvement point concerned the marking of obstacles at Troll C.
What happens now?
We have asked Equinor to report by 15 January 2025 on how the non-conformities will be addressed and for their assessment of the improvement point observed.
