Aker BP – Alvheim – emergency preparedness and helideck management

The Norwegian Ocean Industry Authority (Havtil) has carried out an audit of Aker BP and their management of the helideck and emergency preparedness at Alvheim.
The audit was conducted from 25 to 29 November 2024 with assistance from the Civil Aviation Authority Norway.
Objective
The objective of the audit was to verify the processes and systems that contribute to ensuring comprehensive emergency preparedness management. And to verify that the helideck complies with the regulatory requirements so as to contribute to safe helicopter operations and transport of personnel.
Result
We identified 10 non-conformities during the audit. These concerned:
Arrangements for handling hazard and accident situations
Communication while handling incidents
Contents of Heliport Information Sheet
Reduced non-slip protection on painted areas of the helideck
Tautness of landing net
Obstructions in the obstacle-free sector
Marking of foam tank
System ensuring preparation of helideck
Coverage of the entire helideck by video monitoring
We also identified four improvement points. These concerned:
Arrangements for rapid evacuation
Documentation of helideck lighting
Location of status light
Securing of monitoring function
What happens now?
We have asked Aker BP to report to us by 7 February 2025 on how the non-conformities will be addressed, and to give us their assessment of the improvement points observed.
