The Norwegian Ocean Industry Authority (Havtil) has carried out an audit of Odfjell Drilling (Odfjell) and its follow-up and learning after lifting incidents of the Deepsea Atlantic mobile drilling facility.

The audit was conducted from 26 to 28 November 2024.

Background
Based on the risk level in the petroleum activity (RNNP), we can see that, since 2018. there has been an increasing number of incidents in the drilling area on mobile facilities in the Norwegian sector related to cranes, lifting and falling objects.

Odfjell had several high potential crane and lifting incidents in 2022. In March 2023, we carried out an audit where we examined how Odfjell followed up four selected lifting incidents, as well as its processes for learning and improvement after incidents across the company.

In this audit, which was a follow up to our 2023 audit, we focussed on the implementation of improvements that Odfjell presented in its first audit.

Objective
The objective of the audit was to verify that the company’s follow-up of incidents complied with regulatory requirements.

Result
No regulatory non-conformities were identified, but we observed one matter we have chosen to categorise as an improvement point. This concerned:

Safety-clearance of activities
What happens now?

We have asked Odfjell to provide us with their assessment of the improvement point observed by 31 January.
