Sasref signs $90m contracts

Saudi Aramco Shell Refinery Co. (SASREF) signed on Monday 22 May in Jubail Industrial City two major contracts with Petrocon Arabia Limited (PAL) and Yokogawa Middle East (YME) for the refinerys Instrumentation Master Plan (IMP) Phase II project implementation, with a total estimated investment of more than US$ 90 millions (SR 337 millions).

In a signing ceremony attended by executives from the three companies and the SASREF project management staff, Mr. Mohammad Al-Omair, SASREFs President and Managing Director, Mr. Gordon Cowe, Director – Saudi Arabia, Petrocon Arabia Ltd. and Mr. Akira Ogawa, President and CEO, Yokogawa Middle East signed the contract on behalf of their respective companies.

Implementation contracts were signed with Petrocon Arabia Limited (PAL) as the Engineering, Procurement, and Construction Management Contractor for the implementation and Yokogawa Middle East (YME) as the Main Automation Contractor.

The project completion, successful commissioning and startup of the new facilities are expected by end of 2008.

"This project is the second and final phase implementation of the Instrumentation Master Plan (IMP) program. The program is based on ensuring business continuity and reliable operations at SASREFs plants for the next decade and beyond supporting the company’s vision in aspiring achievement and maintenance of best in class performance in the Asia-Pacific and Middle East region." Mr. Al-Omair indicated.

Al-Omair added, "SASREF’s leading edge technology optimal utilization and obsolescence abatement will further boost its international competitiveness as a firmly established pacesetter refinery.”

Eng. Ahmad Al-Abdrabbuh , IMP Major Projects Manager explained, " this stage of the program (IMP Phase II) will include the following main elements: Total replacement of refinery’s obsolete relay based Instrumented Protective System (IPS or Safeguarding system) and relevant obsolete field instruments, total replacement of refinery’s obsolete Distributed Control System (DCS) and relevant obsolete field instruments and quality measurement instruments, replacement of other obsolete standalone automation systems, applications and integration with the new (DCS) and (IPS) and integrating the upgraded systems and instruments during prior stages of the IMP Program with the new facilities."

SASREF is a 50 / 50 joint venture company between Saudi Aramco and Shell Saudi Arabia Refining Ltd, with a production capacity of 305,000 barrels per day. It is an export refinery where Arabian Light Crude is upgraded into high quality refined products, including kerosene, naphtha, benzene, fuel oil and liquefied petroleum gas (LPG).
