Foster Wheeler Energy has been appointed as a technical consultant to a major petrochemical complex planned by Saudi Arabia's Project Management and Development Co (PMD). This complex, which will have a total investment value of $3.5 billion, will consist of an ethane/butane cracker producing ethylene, propylene and benzene feedstocks for downstream petrochemical units within the PMD cracker complex.

Currently, Foster Wheeler is conducting an intensive and comprehensive study to provide PMD with capital and operating cost estimates for the planned complex.

In parallel, PMD has prepared a project information memorandum to attract interest from potential overseas investors. Ian Bill, Chairman and Chief Executive of Foster Wheeler Energy, said: "Foster Wheeler is proud to be involved in this complex development as it will be a very important addition to industry in Saudi Arabia. In these initial stages, we will use our considerable process engineering, environmental and cost estimate skills to prepare the study.

Once this study is complete, we hope to continue our association with PMD based on our extensive project management skills developed on numerous petrochemical development sites worldwide". Majed Al-Ahmadi, President of PMD, added: "The scope of this project made it essential that we select a technical consultant which has a reputation for excellence in the petrochemicals field. The fact that Foster Wheeler is not a steam cracker technology provider and is therefore able to offer impartial consultancy service was a big factor in our decision.

We also value Foster Wheeler's strong reputation as a project developer of large-scale petrochemical plants. We look forward to a long association with Foster Wheeler as the project proceeds from the conceptual phase through to plant startup".

The cracker will produce 1.35 million tonnes a year of ethylene.

The plant will be located in Al-Jubail, Saudi Arabia, and it is likely to create 1500 employment opportunities. When fully operational, it will produce 2.7 million tonnes a year of marketable products. These products will include polyethylene, polypropylene, ethylene glycol, bisphenol A, and amine derivatives. The plant is planned for startup in 2008.
