On July 17, COSCO (Nantong) Shipyard delivered a LeTourneau Workhorse jack-up drilling rig to its domestic Chinese buyer, ICBC Financial Leasing Co., Ltd. It is the first LeTourneau Workhorse jack-up drilling rig built and delivered by a Chinese shipyard, marking a number of major technological and production breakthroughs.

The vice president of China Oilfield Services Ltd (COSL), Mr. Qi Meisheng, chief engineer of COSCO Shipyard, Mr. Zhan Shuming, general manager of COSCO Shipyard Technology Centre, Mr. Zhao Zhijian, party secretary of COSCO (Nantong) Shipyard and COSCO (Qidong) Offshore, Mr. Zhu Zhihong, representatives from the American Bureau of Shipping (ABS) and China Classification Society (CCS), as well as the project construction team, co-witnessed the moment.

In the month prior to the scheduled delivery, in addition to intense commissioning work, COSCO (Qidong) managed to complete over 40 adaptive reconstruction projects on the rig, customizing it to better meet the need of COSL. The rig is classed by both ABS and CCS. COSL spoke highly of the construction quality, team spirit and technological strength of COSCO (Qidong) Offshore.

The rig is capable of operating in 400 feet of water and can drill to a depth of up to 35,000 feet. Although it was delivered to ICBC Financial Leasing Co., Ltd, COSL is the end user and the rig will be deployed in the East China Sea. The new cooperation model, which integrates the resources of offshore rig builders, oil majors and financing enterprises, is set to enhance China's offshore exploration and production (E&P) ability to a great extent.

In recent years, COSCO Shipyards have been working closely with COSL. Two platform supply vessels (PSVs) and two anchor handling tug supply vessels (AHTS) are currently being built for COSL in COSCO (Dalian) and COSCO (Guangdong) Shipyards.
