The inauguration ceremony of the ANP's director general, Decio Oddone, and director Felipe Kury was held at the Itamaraty Palace, in Rio de Janeiro.
The event was attended by around 700 people, including Minister of Mines and Energy, Fernando Coelho Filho, MME Secretary of Petroleum, Natural Gas and Renewable Fuels, Marcio Felix, and Petrobras President Pedro Parente. The current directors of ANP, Aurelio Amaral, Jose Gutman and Waldyr Barroso, former directors of the Agency, authorities and representatives of the market.
Décio Oddone stressed the importance of strengthening security and regulatory stability. "We will help attract investment by stimulating and facilitating the actions of economic agents, simplifying the rules, speeding up the procedures and keeping the channels of dialogue permanently open."
The director general explained that this position should not be seen as a sign of "loosening the rules". "At the same time that we want to stimulate economic activity, we expect seriousness and respect for the rules by parts of regulated agents. The agency will seek to facilitate, induce and encourage good behavior, but will not shy away from applying sanctions to those who fail with their commitments or defraud the rules, "he added.
Director Felipe Kury recalled in his speech the changes that the sector is currently undergoing. "The industry of Oil, Natural Gas and Biofuels in Brazil goes through a moment of great transformations in the market structure, which can create extremely relevant opportunities, attracting new investments and contributing significantly to the resumption of economic growth." According to him, in this context, "it is extremely important that the act of regulating meets standards of consistency, predictability and transparency, thus ensuring legal certainty, balance and economic rationality for the regulated sectors."
The directors, who had been appointed in December, after going on sabbath in the Federal Senate, take four-year terms at the ANP.
