CIEHC-3, 3rd Congo International Hydrocarbons Conference & Exhibition

CIEHC-3, the Republic of Congo’s Third International Hydrocarbons Conference & Exhibition will take place from 24 – 26 April 2017 in Brazzaville, Republic of Congo and will be organised by the Ministry of Hydrocarbons, in association with AME Trade Ltd.

CIEHC-3 take places against the backdrop of some major events happening now in the country’s oil and gas industry including: the implementation of Congo’s new hydrocarbons code, the results of the country’s latest bid round, the launch of a new round and the start of production of major projects such as Moho Nord Congo’s hydrocarbon sector is rapidly developing on all levels with the country set to become Africa’s third biggest oil producer.

CIEHC-3 will be a turnkey event covering the opportunities and challenges associated with doing business in the Republic of Congo’s hydrocarbons sector. It will feature: a three day trade exhibition, two day conference, interactive workshops and Congo Oil and Gas Award Gala Dinner.

CIEHC is already an established event in the global oil and gas calendar, the second edition of the event (2014) featured: over 1000 attendees, 36 speakers and 50 exhibitors emanating from 25 countries.

Congo’s oil and gas production is expected to rise to 300,000 barrels per day (2018) up from around 250,000 bpd (2016). The Republic of Congo is currently promoting eight open blocks in the deep and ultra-deep offshore of the Coastal Basin together with five blocks contained in the onshore Congolese Cuvette Basin. A fully transparent bid round has been launched with the results expected in March/ April 2017. The new promotion of open blocks in the shallow offshore ( 5 blocks) and onshore areas of the Coastal Basin ( 4 blocks) will start in 2017. This promotion will consider the pre-salt and post salt plays on the near offshore.

The new hydrocarbons code was adopted by Parliament ( August 2016) as well as a model production sharing contract. Oil royalties have been reduced to 12 percent from 15 percent previously and gas royalties have been cut to five percent from 15 percent. The code prioritises local content, with an accent on creating local employment and training Congolese workers as well promoting and utilising local services and ensuring (25 per cent of development and production costs should be of local origin).

CIEHC-3 will promote value addition to the Congo’s hydrocarbons production with presentations outlining how mature fields whose operating licenses are gradually reaching expiry can offer opportunities to allow new contractor groups to participate. In the same way farm-ins will also be examined, for example, when operating licenses are reassigned or when companies leave existing contractor groups.e.g. PNGF SUD (Tchibouela, Tchendo, Tchibeli – Litanzi)

CIEHC-3 will promote turning gas to clean energy, currently the percentage of associated gas flared has been reduced from 60% in 2008 to 16% in 2015. This trend has continued beyond 2015 enabling Congo to meet its commitments to reduce the emission of greenhouse gases under COP21 agreement Congo is valorising its gas through projects such as: Power Plants (CEC Expansion, New Plants) Gas To Industry (Potash Projects, Phosphates, CORAF Upgrade) Gas To Petrochemicals (Nagarjuna Urea, Marubeni Methanol, Rodeo mini GTL) Gas Exports (FLNG)

Service companies can also find out about how they can enter the Congolese oil and gas industry supply chain with many opportunities in sub-contracting to be found including: geophysics and geology, production testing, engineering, construction and provision of facilities and equipment, maintenance, inspection and quality control. Specialized non-petroleum based services linked to the petroleum sector, such as air, maritime and land transport, logistics, supply, forwarding and catering.
