Tecnicas Reunidas & Samsung Awarded $3.7B Algeria Refinery Contract

The national oil company Sonatrach signed a contract in Algiers with a consortium made up of Tecnicas Reunidas (Spain) and Samsung Engineering (South Korea) for the construction of a crude oil refinery in Hassi Messaoud.

This contract was initialed at the headquarters of the national company by the central Engineering & Management director of Sonatrach, Faiz Zane, the general manager of Tecnicas Reunidas, Juan Llado, and that of Samsung Engineering, Sang An Choi, in the presence of the CEO of Sonatrach. , Kamel-Eddine Chikhi, as well as the ambassadors of Spain and South Korea, respectively, Fernandes Moràn Calvo-Sotelo and Eunyong Lee.

This new refinery essentially aims to strengthen national production of fuels and lubricants to meet internal demand in the medium and long term and generate export volumes.

Located at Haoud El Hamra (30 km from Hassi Messaoud, Ouargla wilaya), this project involves the construction of a deep conversion crude oil refinery with an overall capacity of 5 million tonnes / year.

The new refinery will produce seven main products with European “Euro V” specifications: propane (127,000 tonnes / year), butane (180,000 tonnes / year), NO 95 gasoline (352,000 tonnes / year), NO 91 gasoline (1,373,000 tonnes / year), kerosene (228,000 tonnes / year), diesel (2,659,000 tonnes / year) and bitumen (134,000 tonnes / year).

Worth 440,078,294,015 dinars (about 3.7 billion dollars), the refinery project will include the construction of Process units, the storage area for charges and products, the torch zone, utilities and off-site and effluent treatment units.

The project will be executed in EPC (engineering, procurement and construction), within 52 months of the entry into force of the contract. The project will thus be received in March 2024. By adding the two years of warranty provided for in the contract, the final acceptance will be in March 2026.
