AoC audit – Noble Drilling Norway AS – Logistics

The Petroleum Safety Authority Norway (PSA) has carried out an audit of Noble Drilling Norway AS (Noble) in connection with the company’s application for an Acknowledgement of Compliance (AoC) for Noble Lloyd Noble.

Noble has applied for an AoC for the Noble Lloyd Noble mobile drilling facility. In connection with an AoC application, the PSA conducts audits within selected specialist domains.

From 12 to 14 April 2021, we carried out an audit of logistics management for Noble Lloyd Noble. During the audit, the facility was in the process of being prepared for operation on the NCS.

Objective
The objective of the audit was to verify whether Noble’s management system and their follow-up thereof complied with the regulations.

Result
Two non-conformities were identified relating to:
• The management system for logistics
• Study of bumpers, guides and protective structures

An improvement point was also identified, relating to unclarified aspects of logistics.

What happens now?
We have asked Noble to report on how the non-conformities will be addressed. We have also requested an assessment of the improvement point observed. The reply deadline is set at 31 May 2021.

Before we issue an AoC, the company must have corrected all known safety-critical non-conformities, and the facility must have been issued with maritime certificates from the appropriate flag state.
