Transneft Kama Region has connected 4 oil and petroleum products’ lease automatic custody transfer units (LACTs) to the petroleum products trunk pipeline system at the Almetyevsk initial pumping station and the Kovali petroleum products pumping station.
New facilities were built as part of the technical upgrading and revamping programme. The commissioning of the LACTs will improve the operational accounting of petroleum products and reduce the response time to changes in transportation parameters.
The LACTs consist of operational petroleum products quality parameters measurement units, ultrasonic flowmeters, data processing systems, sampling devices and stop valves units. Domestic equipment was installed at the operational LACTs.
The new systems include approach roads, cabling, a service site, power and automation cabinets, flowmeters, pressure gauges, pressure and temperature transducers, as well as operational units for petroleum products quality parameters measuring.
The connected LACTs are designed for automatic operational control of the diesel fuel balance during transportation via the Naberezhnye Chelny – Almetyevsk, the Subkhankulovo – Almetyevsk and the Almetyevsk – Nizhny Novgorod petroleum products trunk pipelines.
The systems measure volume, temperature, density and mass of petroleum products in real time. These indicators are used for internal control and are automatically transferred to the Unified Supervisory Control System to form the operational balance of diesel fuel. Moreover, the LACTs allow performing registration and storage of measurement results as well as generation of reporting documents for a given period.
