Pertamina Continues the Tuban Grass Root Refinery Project

PT Pertamina Rosneft Processing and Petrochemical (PT PRPP) continues to make progress in the construction of the Tuban Grass Root Refinery (GRR) refinery.

Previously, PT PRPP had started working on detailed designs with Spanish Tecnicas Reunidas SA (Tecnicas Reunidas). A kick-off meeting to discuss the detailed design (Front End Engineering Design/FEED) was held online last April with Tecnicas Reunidas, following the completion of the basic design (Basic Engineering Design/BED) in early 2021.

Tecnicas Reunidas is a general engineering design (GED) implementation consultant. In the FEED stage, Tecnicas Reunidas is trusted to develop the design of open-art units, off-site systems and utilities, monitoring and overall design integration, including design data from the licensor.

Kadek Ambara Jaya as the President Director of PT PRPP said that the progress of the FEED work until the end of June 2021 had actually reached 8.96% compared to the planned figure of 3.53%.

“This FEED is one of the important milestones in the Tuban GRR refinery construction project. From this FEED, it is hoped that a specific picture will be obtained of the refinery equipment and infrastructure to be built at the GRR Tuban refinery,” said Kadek.

Another progress is related to the physical activity of the Land Clearing Phase 3 work, which in mid-June has reached the realization of around 35% of the target at 28%, Kadek continued.

The GRR Tuban refinery will be developed and managed by PT PRPP, as a joint venture company between Indonesian oil and gas company PT Pertamina (Persero) and Rosneft Singapore Pte Ltd which is an affiliate of the Russian oil and gas company Rosneft.

This refinery project is expected to be completed in 2027 and can be an answer to the issue of meeting national energy. If there is no new refinery construction, Indonesia's fuel imports are expected to increase from 0.53 million barrels per day (bpd) to 1 million bpd or equivalent to 68% of national energy needs.
