ConocoPhillips – Eldfisk B – Modification of Operating Mode & Remote Control

The Petroleum Safety Authority Norway (PSA) has carried out an audit of ConocoPhillips Skandinavia AS (ConocoPhillips) and the company’s modification of the operating mode for the facilities at Eldfisk (S and B). The audit was conducted from 10 to 21 May 2021.

The objective of the audit was to verify that ConocoPhillips is meeting relevant requirements in the HSE regulations.

Six non-conformities were identified, concerning:
- Governing and technical operating documents
- Design of control device and human-machine interface

- Performance requirements for the alarm system at Eldfisk S
- Use of video surveillance in respect of remote control of Eldfisk B
- Maintenance programme

In addition, four improvement points were identified relating to:
- Classification
- Planning and prioritization
- Follow-up of completion of platform modifications (GEM project) and handover from project to operation Competence, instruction and training

What happens now?
We have asked ConocoPhillips to report on how the non-conformities will be addressed. The company has also been asked for its assessment of the improvement points observed. The deadline for this is set at 8 November 2021.
