Standard procurement procedure between Iraq Ministry of Oil and Licensing Rounds Companies

The Ministry of Oil Deputy for Upstream Affairs affirmed the keenness of ministry to organize work in the oil sector and find the best cooperation modality and mechanisms between national companies and international companies, in a way that achieves common goals in accelerating and implementing plans of the ministry in developing oil fields and sustaining and increasing production.

During the signing ceremony of the standard procurement procedure which will be followed by international companies contracted within the oil license round, the Deputy of Ministry for Upstream Affairs, Kareem Hattab, said: this procedure aims to unify and organize procurements for all global companies working within licensing rounds, according to mechanisms and provisions prepared and agreed upon in cooperation with international and national companies, and through specialized committees and relevant directorates.

Hattab has mentioned that the approval of the Ministerial Committee for Energy and the Opinion Body in the Ministry of Oil was obtained to adopt this procedure, affirming that one of the global advisory offices will be charged with evaluating this experiment after a year, to achieve the best that we are looking for.

For his part, Zaid Al-Yasiri, president of BP Company in Iraq, and representative of the international licensing rounds companies, described the signing of this procedure as a positive step to improve the working mechanisms. This document has been prepared between the ministerial committee and the international licensing rounds companies, drawing on the experience of previous years. Our goal is to find the best contracting methods and mechanisms to speed up the implementation of development plans for the oilfields.

The Director General of the Petroleum Contracts and Licensing Directorate of the National Oil Company, Ali Maarij, praised this document, which organizes procurement processes and commits international and national companies, and considered it a proactive plan to develop cooperation mechanisms with international companies, praising the role of the committees concerned in preparing this procurement procedure.
