The Petroleum Safety Authority Norway (PSA) has carried out an audit of Repsol and its management of oil loading and dynamic positioning (DP) on the Yme field.
The audit was conducted on 24 and 25 May 2022.
Objective
The objective of the audit was to monitor how Repsol ensures that the management of oil loading and dynamic positioning at Yme is conducted in compliance with relevant requirements in the HSE regulations. The audit was focused in particular on the requirements for procedures, maritime systems, the offloading system, familiarisation and the competence of personnel in relation to offshore offloading to tankers and DP operations.
Result
Five non-conformities were identified, concerning:
Non-conformity handling relating to requirements concerning oil loading activities
Overpressure protection
Operation outside of applicable assumptions
Follow-up of competence
Performance requirements for technical barrier elements
In addition, two improvement points were identified. These concerned:

Compliance
What happens now?
We have asked Repsol to report to us by 1 September 2022 on how the non-conformities will be addressed, and to give us their assessment of the improvement points observed.
