A number of documents designed to further strengthen the business relations between Gazprom and Russian regions were signed today at the St. Petersburg
International Economic Forum 2023.
Alexey Miller and Alexander Drozdenko, Governor of the Leningrad Region, signed the Accord for cooperation in another triennial period of 2023–2025.
The new document envisages continued cooperation in providing reliable supplies of gas and heat to the consumers in the Leningrad Region, developing the region's NGV fuel market and implementing socially significant projects.
Gazprom is expanding the gas supply system in the region to provide the local consumers with pipeline gas. The parties have recently introduced updates into the corresponding 2021–2025 program in order to take into account the Leningrad Region's additional needs for gas infrastructure. Gazprom's scope of obligations has expanded: the Company will bring gas to 497 localities, which is a 20 per cent increase versus the initially planned figure.
Gazprom is also building new NGV refueling facilities so that consumers will be able to fill their cars with cost-efficient and eco-friendly fuel. As of today, there are eight CNG filling stations of Gazprom in the Leningrad Region, and the Company plans to bring onstream a CNG filling station in the town of Pikalyovo in the nearest future.
Apart from that, Gazprom is implementing social projects. As many as about 100 sports facilities, including nine large sports and health centers, have been built to this date in the Leningrad Region under the Gazprom for Children project. The works have started under the construction projects for a sports and health center with a universal gym in Ivangorod and a sports and health center with a swimming pool and a universal gym in Ust-Luga.
Alexey Miller and Alexander Sokolov, Governor of the Kirov Region, entered into an Agreement of Cooperation between Gazprom and the Kirov Region.
The document was signed to replace a similar agreement which had been in force since 2004. In the new agreement, the areas of joint work are updated and expanded. Among them are additional gas grid expansion (bringing pipeline gas to the boundaries of citizens' land plots, as well as to healthcare facilities and educational institutions, on a free-of-charge basis), the adoption of advanced technologies at gas transmission facilities, and the implementation of socially significant projects in the region.
Alexey Miller and Andrey Chibis, Governor of the Murmansk Region, signed an Agreement of Intent with regard to gas supply and gas infrastructure expansion in the Murmansk Region.
Pursuant to the instruction given by Vladimir Putin, President of the Russian Federation, Gazprom is working through the issues related to the provision of gas supplies to the region's consumers.
Under the Agreement, the regional government will draw up a forecast fuel-and-energy balance plan of the Murmansk Region. Gazprom will adjust the region's General Scheme for gas supply and determine the best possible option for expanding the regional gas infrastructure.
At present, the Company is collecting the initial data required for the design development of the Volkhov – Murmansk gas trunkline.
In the presence of Alexey Miller, an Agreement of Cooperation was signed between TGC-1 and the Murmansk Region. The document is aimed, inter alia, at creating the conditions required to convert the regional generating facilities of TGC-1 (namely, the Apatitskaya CHPP and the heat supply facilities of the Murmanskaya CHPP) from coal and fuel oil to natural gas.
Alexey Miller and Sergey Tsivilev, Governor of the Kemerovo Region – Kuzbass, signed an Agreement on coordination and cooperation with regard to the extraction and utilization of coalbed methane obtained as a result of pre-mine drainage.
The purpose of the document is to provide for the extraction of coalbed methane at the fields being developed by coal enterprises. This refers to the fields which have pre-mining degasification systems. Gazprom is ready to organize the extraction of coalbed methane with subsequent production of relevant marketable products, i.e. compressed or liquefied natural gas and electricity.
The regional government is ready to discuss with coal companies the matters pertaining to the launch of such projects. Moreover, the regional authorities will promote the development of the sales market for coalbed methane products, including by way of using this type of methane as a vehicle fuel.
The project will play an important role in the development of the Kemerovo Region, for instance, through facilitating more rational use of subsoil resources present in Kuzbass and improving the region's environmental conditions.
In the presence of Alexey Miller, an Agreement of Cooperation was signed between Gazprom and the Academy of Mining Sciences Interregional Non-Governmental Organization.
As the scientists and specialists of the Academy possess expert knowledge in mining engineering and the development of ore and non-metallic minerals, their competencies can be used in the implementation of projects for the extraction and utilization of coalbed methane, including as a result of pre-mine drainage.
Alexey Miller and Dmitry Patrushev, Minister of Agriculture of the Russian Federation, inked an Agreement of Cooperation.
The parties will assess the prospects for the wider use of natural gas by the enterprises of the agro-industrial complex, namely, its use in power generation for the own needs of such enterprises. It is planned to analyze the potential demand and the technical capabilities for the implementation of the project.
