Hamina LNG Oy invites the market participants to participate in the Annual Capacity Allocation Procedure
at Hamina LNG Terminal for the Gas Year 2024 (01.10.2023–30.09.2024). During the Annual Capacity
Allocation Procedure, Hamina LNG Oy will allocate Terminal’s available capacities for the Storage Service
and the Regasification Services in accordance with the principles described in the renewed Terminal Rules
for Hamina LNG Terminal and the Terminal Allocation Request Form published on Hamina LNG Oy’s website.
The market participants are invited to request capacities for storing LNG in the Terminal’s LNG tank (the
“Storage Service”), and for the Terminal’s regasification and injection services (the “Regasification
Services”). The service capacities are allocated in “Slots”. For the Gas Year 2024, the Available Slots at the
Terminal are as follows:
- 300 Slots for Storage Service, where a Slot equals to 650 MWh of LNG
- 6000 Slots for Regasification Service, where a Slot equals to one (1) MWh/Gas Day.
Within the Annual Capacity Allocation Procedure for the Gas Year 2024, the market participants may also
apply capacities for the Storage Service and the Regasification Services for the Gas Years 2025 – 2027. The
capacities for the Gas Years 2025 – 2027 are allocated for the willing Applicants for the requested Gas Years
if and to the extent the Annual Capacity Allocation Procedure for the Gas Year 2024 results in a Binding
Allocation.
The Annual Capacity Allocation Procedure is confidential and will be conducted in accordance with the
renewed Terminal Rules of Hamina LNG Terminal. Please note that the renewed Terminal Rules are still
subject to the Energy Authority’s final approval and Hamina LNG Oy reserves the right to revise or amend
the Terminal Rules based on the feedback received from the Energy Authority.
The Annual Capacity Allocation Procedure begins on 17 August 2023 and the applicants must submit binding
applications by 7 September 2023 in order to be considered in the Annual Capacity Allocation Procedure. As
a result of the Annual Capacity Allocation Procedure, Hamina LNG Oy shall confirm the accepted Service Capacity allocations by 18 September 2023 and the mutually binding Terminal Services Contracts are
expected to be signed with successful applicants by 22 September 2023.
Hamina LNG reserves the right to modify the timetable during the process with a direct notification to all
participants. Please contact info@haminalng.fi if you have any questions throughout the process. More
detailed description of the process and timetable is as follows:
1- In order to be considered in the Annual Capacity Allocation Procedure, please send the following
documents to Hamina LNG’s email info@haminalng.fi with the subject “Hamina LNG Open Season
application documents”
- Filled and signed Terminal Capacity Allocation Request Form, which is published on
Hamina LNG’s website
- Copies of the passports or id cards of the signatory or signatories of the Terminal Capacity
Allocation Request Form, and evidence of these persons’ authorization to submit the
application with binding effect for the applicant
- Copy of registration certificate, issued according to the law of the jurisdiction in which the
applicant is established, and the articles of association or other founding documents
- Audited financial statements from the last three (3) years or, if the company has been
founded more recently, since the founding of the company
- Written confirmation that the applicant has the necessary LNG procurement channels and
vessels suitable for delivering LNG
- Information on whether the applicant is a registered user, and if so, a copy of the
documentation evidencing such status
2- After the application period, Hamina LNG will process the applications submitted by 7 September
2023 and requests possible rectifications for the deficient applications.
3- The Available Slots for Service Capacities are allocated among the applicants in accordance with
the principals provided in the Terminal Rules, and Hamina LNG Oy will inform the applicants of the
accepted capacity allocations by 18 September 2023.
4- The Terminal Service Contracts (TSC) shall be signed with successful applicants by 22 September
2023.
5- When the TSC has been signed and the contractual obligations (such as provision of a Bank
Guarantee) for starting to use the terminal services are fulfilled, the applicant can start using
Hamina LNG’s services from 1 October 2023 onwards.
6- Hamina LNG will provide login information to the customer portal on Hamina LNG’s website.
